When fanatics began their campaign to destroy the guard dragons and the humans who befriended them, the guard dragons were forced to rethink their Initial Code of Conduct.
It was all to clear to the guard dragons that the fanatics who generated cold energy by exhibiting cruelty, hatred, and intolerance posed a real and serious threat to the guard dragon society and to humans who generated warm energy.
As a result, the guard dragons felt they had to try to prevent humans generating cold energy from harming humans generating warm energy.
While relaxing the non-preferential intervention restriction in the Initial Code of Conduct, the guard dragons added some restrictions to guard dragon interventions against humans generating cold energy.
As a result, the guard dragons adopted the following Revised Code of Conduct:
Guard dragons may intervene to protect the humans from injury or death as long as the interventions are kept secret to the maximum extent possible, and do not unnecessarily endanger other living creatures.
In addition, guard dragons may intervene with force if necessary to protect humans generating warm energy from imminent harm at the hands of humans generating cold energy only if all other non-violent deterrent actions fail.
